    <etgov:GovernmentBenefits>Semantic Content Management (SCM) represents a new paradigm in XML-based content management. Leveraging advances in RDF/OWL and Semantic Web technology, SCM can facilitate more effective knowledge transfer from knowledge experts (e.g. policy experts) to knowledge users (e.g. policy users). SCM allows subject matter experts to capture, store and manage formal knowledge expressed as axioms and facts along with the traditional informal textual content, which enables e-Government to take advantage of the following benefits:
1. Ensure consistency between the content of documents (e.g. policies) and the evolving knowledge on which these documents are based;
2. Easily navigate through the informal textual content using the underlying semantic model and its relationships;
3. Interact with the formal knowledge base by receiving machine-generated formal answers to formal questions, accompanied by references to the related parts of the informal content.

SCM offers a unique solution that only requires formalization of the most critical facts accompanied by large volumes of traditional informal technical content. The flexibility of this approach allows SCM-enabled organizations to conduct a gradual transition from total absence of any formal knowledge associated with their content to its complete or partial formalization.</etgov:GovernmentBenefits>
